When the boss of Sikgupa, the largest crime organization in Yongdu City, suddenly passes away, the organization must choose a new successor. However, the leading candidates are determined to avoid becoming the next boss for reasons of their own.

Sun-tae (Jo Woo-Jin), the organization's second-in-command, dreams of an ordinary life and wants to run a Chinese restaurant. Kang-pyo (Jung Kyung-Ho) has devoted himself to the organization by dealing with traitors, but is perfectly content remaining the perennial number two and wants nothing to do with the top position. Meanwhile, Pan-ho (Park Ji-Hwan) becomes entangled in the succession battle with ambitions of his own.

As they try to push the position onto one another in order to avoid becoming the next boss, an unpredictable and hilarious game of passing the responsibility begins.
