In 1908, in Sin-Asan, North Hamgyong Province, independence fighters led by Ahn Jung-geun achieve a major victory against Japanese forces. As Lieutenant General of the Korean Righteous Army, Ahn Jung-geun orders the release of captured Japanese prisoners of war in accordance with international law. However, this decision sparks suspicion and division among the independence fighters.

One year later, in Vladivostok, Ahn Jung-geun joins Woo Deok-soon, Kim Sang-hyun, Gong Bu-in, Choi Jae-hyung, Lee Chang-seop, and other patriots united by their determination to reclaim their lost nation. When they learn that Ito Hirobumi is traveling to Harbin to negotiate with Russia, Ahn and his comrades set out on a mission to intercept him.

As the Japanese military obtains leaked details of their operation, a relentless pursuit begins. Facing betrayal, danger, and overwhelming odds, the independence fighters press forward toward Harbin with a single objective:
