During the 1970s in the seaside village of Guncheon, haenyeo (female divers) lose their livelihoods after a chemical factory is built nearby. Struggling to survive, Chun-ja (Kim Hye-soo) discovers a new opportunity in smuggling goods retrieved from the sea. She proposes the idea to Jin-sook (Yum Jung-ah), the respected leader of the divers, who reluctantly agrees for the sake of survival.

As they become involved in the smuggling world, they meet Kwon (Jo In-sung), a national-level smuggling kingpin, and are drawn deeper into an increasingly dangerous and lucrative operation. What begins as a means of survival soon escalates into a high-stakes game of greed, betrayal, and survival, as everyone gets swept into a massive smuggling network.

In a world where trust is fragile and money rules all, those who understand the sea ultimately control the flow of fortune.
